Foo’s Fabulous Frozen Custard has stood on Brookside Plaza since 1988, when Joe “Foo” Bremser — between jobs, and turned down when he asked Ted Drewes about a franchise — used a microbiology degree to work out how to make frozen custard himself. Foo’s Fabulous Frozen Custard is a frozen custard shop at 6235 Brookside Plaza, and one of the fixed points of Brookside.1 It sells frozen custard rather than ice cream — a denser, eggier product — in concretes and a rotating flavor lineup that changes rather than sitting on a fixed menu.1
Its standing in the neighborhood rests on more than the custard. Under Betty Bremser the shop became a common first job for Brookside-area high schoolers across nearly three decades, and she ran it on a stated principle about that: “I think teenagers have a lot of opinions and ideas, and they deserve to be trusted and heard, and that’s just the way I operate.”2 Bremser ran Foo’s alongside her work as a French teacher at the Kansas City Academy.2
The shop keeps evening-weighted hours — opening at 1pm on Sunday through Thursday and noon on weekends, closing at 9pm and 10pm respectively — which fits what it is: a place people walk to after dinner.1

History
In 1988 Joe Bremser — known as “Foo” — was between jobs. By his sister Betty’s account he told his wife Roseann that he wanted to open a Ted Drewes custard shop, the St. Louis institution. Ted Drewes was not interested in franchising. So Bremser, who held a degree in microbiology, set about working out how to make frozen custard himself, and opened Foo’s that June.3
He ran it for eight years. When he had to relocate with his family, he entrusted the shop to his sister Betty Bremser, who took over as owner in 1996.123
Betty Bremser ran Foo’s for twenty-nine years, and in that time it became one of the city’s best-known frozen-treat destinations.2 In late 2024 or early 2025 two former employees, Megan and Leah, approached her about buying it. Her account of that moment: “(New owners) Megan and Leah approached me, probably in December or January, and I thought, ‘Oh my goodness, this is exactly what I want to happen.’”2 Her last day as owner was 31 August 2025.2 The shop describes the new owners as having close connections to Foo’s and to the Bremser family.1
