Rudy’s Tenampa Taqueria is a family-owned Mexican restaurant at 1611 Westport Road, opened in September 1993 by Rudy and Margie Garcia on recipes from Rudy’s mother, Dora. It is credited with bringing the fish taco to Kansas City — grilled pollock in a puffy fried flour tortilla, sold with a money-back guarantee when nobody here had heard of it — and still serves the parmesan-dusted, toothpick-pinned fried “Tenampa taco” of the old Kansas City style. The restaurant passed to the founders’ son Rudy Garcia Jr. and his wife Melissa around 2024; siblings run the room, Margie and her sisters roll the tamales, and a second location has operated in Lenexa since 2018. Travis Kelce named it a favorite on his podcast in December 2025. Open Monday–Saturday for lunch and dinner; closed Sundays.

Description

Rudy’s is a Westport Road fixture from before Westport’s current cycle of turnover: a big, casual room “with a variety of seating options” that can absorb large parties without the noise getting out of hand, a full bar, and a menu that has not needed to change much in three decades.1 Kansas City Magazine’s 2021 taco survey put its origin dish in context: “When Rudy’s opened in 1993, fish tacos were not widely seen at Mexican restaurants around town. They were an instant hit, and twenty-eight years later, Rudy’s still serves them the same way — flaky grilled pollock fillets shoved inside a puffy fried flour tortilla with lettuce and pico de gallo,” as the Tijuana taco plate or à la carte.2 Rudy Garcia Sr. told Feast he had offered a money-back guarantee on the fish taco when he introduced it; the gamble made it a bestseller.3

The other signature is older Kansas City. Food writer Natalie Torres Gallagher, recommending it on KCUR in 2025, described “the signature tenampa taco: ground beef in a flour tortilla, held together with toothpicks, then fried and dusted with parmesan cheese” — the style Kansas City Magazine in 2026 said “Manny’s and Rudy’s in Westport continue” while it disappears elsewhere.45 The Star’s Joseph Hernandez, in a 2024 column on the dish he keeps coming back for, chose the enchilada burrito ($12.25) — pork, shredded chicken or ground beef rolled with refried beans under enchilada sauce and queso fresco — and noted that the kitchen preps every ingredient the day of, “two to three hours” of work each morning, and that the house sauces are sold at Made in Kansas City.6 The Garcias’ menu names its sections for the family — “Margie’s Sizzling Fajitas,” “Juanito’s Chimichanga,” the “David Special” — and Margie and her sisters make the tamales by hand each week.73 Travis Kelce, a customer for about a decade, told the New Heights podcast in December 2025 that his order is the deep-fried chicken tacos; “any skeptical people that come in, all you got to do is take one bite and they are hooked,” Rudy Garcia Jr. told WDAF after the phones lit up.8

Ownership and history

Rudy and Margie Garcia opened Rudy’s Tenampa Taqueria on Westport Road in September 1993. The recipes were Dora Garcia’s — Rudy’s mother — drawn from the Kansas City Mexican cooking of his childhood; Dora “always stressed the importance of using high quality ingredients,” the family says.93 By its 25th year the restaurant was, in Feast’s words, “run by relatives”: Rudy Sr. with his son Anthony Garcia and nephew BJ Garcia, whose wife Regina and Rudy’s grandson Dominic also worked the business. “I personally want the Lenexa community to know that we are a true family-owned and family-run business,” Rudy Sr. said when the second location opened in the former Panzon’s at 87th and Lackman in Lenexa in October 2018 — a site chosen, he said, because “I didn’t want my second location to be in the middle of chain restaurants.”3910

The restaurant marked thirty years in September 2023, and by the spring of 2024 the Star reported that Rudy Garcia Jr. and his wife Melissa had “recently” taken ownership from his father, managing it alongside his siblings Anthony, JoAnn and Antoinette.6 WDAF identified Rudy Jr. as the owner in December 2025.8 The Lenexa restaurant was a finalist for Best Mexican Restaurant in the Johnson County Post’s 2024 readers’ poll.11
