Legends Outlets — rebranded in September 2025 as Tanger Kansas City at Legends — is an outdoor retail center of roughly 700,000 square feet in the Village West development in Kansas City, Kansas, adjacent to Kansas Speedway and Sporting Park. Opened in April 2006 by RED Development, it operates with a distinctive Kansas-heritage theme — including a replica of The Wizard of Oz’s Yellow Brick Road and corridors honoring famous Kansans. History

The center opened in April 2006 as part of the Village West buildout — the same STAR-bonds-backed cluster that produced Kansas Speedway (2001), the neighboring Cabela’s and hotels, and later Sporting Park (2011). It was developed by RED Development at the current 1843 Village West Parkway location, sized at roughly 700,000 square feet across two floors and configured for 110+ retail and restaurant outlets.1

The property entered foreclosure in 2012 and was operated as Legends Outlets Kansas City from 2012 through 2025 (original developer Dan Lowe repurchased it after the foreclosure). In September 2025, Tanger Inc. acquired the center for $130 million and rebranded it Tanger Kansas City at Legends.1

Its most distinctive design feature is a Kansas-heritage theme unusual for a national-brand outlet mall: a replica of The Wizard of Oz’s Yellow Brick Road runs through the property, and named corridors honor famous Kansans in athletics, politics, science, and the arts.1
