Palacana on State Avenue is the newest Kansas City, Kansas store of the metro’s largest local paletería chain — the family company José Luis Valdez and Lucia Fonseca founded as Paleterías Tropicana on the Westside in 2004 and renamed Palacana in 2022. Opened in August 2022 in a strip at 8159 State Ave, west of I-635, it sells Michoacán-style ice cream and paletas made in the company’s Roeland Park factory (44 paleta and 48 ice-cream flavors), mangoneadas, aguas frescas, churros and crepes, and a full antojitos kitchen of tacos, flautas, tortas, burritos, elotes and chilaquiles, from 8 a.m. daily.
Description
The State Avenue store opened in a strip-mall bay at 8159 State Ave in the summer of 2022, announced on Instagram as “our new PALACANA location” — the first store to open under the new name.1 Visit KCK describes “a colorful shop” serving “authentic Mexican ice cream and paletas, freshly made on site, plus fruit cocktails, smoothies, churros, and traditional Mexican lunch and dinner food items.”2 Like every Palacana except the original Westside shop, it has a full kitchen.3
The frozen case is the point. The company makes paletas in 44 flavors and ice cream in 48, at a rate the Star put at 6,000 paletas and 80 tubs a day.3 The published flavor board runs from fruit pops — lime, mango, pineapple-chile, cantaloupe, tamarind, guava, cucumber, chamoy, grosella, nance, soursop — through cream pops (rice pudding, cajeta, mamey, avocado, pine nut, “Mexican Twinkie,” Nutella) to scooped ice cream in regular and premium tiers (horchata, mazapán, pitaya, cheese, tequila by order) and sorbets.4 Around it: mangoneadas (fruit sorbet, fruit chunks, Tajín, chamoy and a tamarind stick), aguas frescas in seasonal flavors, churros filled with chocolate, strawberry or cajeta, the “Tropichurro,” crepes, funnel cake, fried plantains, “Strawberries & Cream,” and a 2026 line of Dubai-chocolate items (Strawberries Dubai, Crepa Dubai, MiniBites Dubai).5 The kitchen turns out tacos (al pastor, carne asada, chorizo, tinga, grilled chicken), flautas and tacos dorados, empanadas, tortas including a Cubana, burritos, quesadillas, chilaquiles, breakfast burritos and elotes in four sizes, including a “Diablo Elote” with Cheetos.5 The Pitch’s Lauren Textor on the piña colada paleta: “everything you’d hope for, with the added bonus of maraschino cherries and coconut shavings.”6
Ownership and history
José Luis Valdez sold paletas on the streets of his native Mexico at age 7; in Kansas City he worked as a chef in a French restaurant and planned to open a restaurant until his wife, Lucia Fonseca, said “Let’s open an ice cream shop.” (“She is the jefe,” he told the Star.)3 In the summer of 2004 they opened the first Paleterías Tropicana at 830 Southwest Blvd on the Westside, “a small but pleasant and friendly place where people could enjoy a flavorful and 100% natural ice cream, Michoacan style,” with their two daughters and no business experience.73 The company’s telling: they started “serving homemade, authentic Mexican ice cream to a growing Hispanic market,” then added fruit cocktails, smoothies, churros and a lunch-and-dinner menu.7
Growth came as stores in KCK, Olathe, Independence and Wichita (2010) and a separate legal entity, Paletas, LLC, for the ice cream and paleta lines, with a production factory in Roeland Park that supplies the shops and a wholesale business into local grocery stores.789 Most of the equipment and flavoring is shipped from Mexico; American-made substitutes “just wasn’t the same.”3 In August 2022, at the company’s 18th anniversary, the family merged the two words of the old name into Palacana — “something unique, something of our own,” general manager Jennifer Valdez told the Wichita Eagle — with no change to recipes or menu.109 The State Avenue store opened days earlier as the first with the new name.1 In April 2023 Palacana became the first Kansas City-based Latino business with a concession stand at Kauffman Stadium, and was one of 16 local ventures in the Royals’ “Welcome to the City” spot.11
By 2023 the company had about 60 employees, three company stores and three franchise-style partnerships; the site and KCUR now describe four company-owned and two partnership stores, six in all.378
