Kansas City exists at the confluence of the Missouri and Kaw (Kansas) rivers, and its history is in large part a history of fighting those rivers. From the record-setting 1844 flood through the catastrophic 1951 flood to the modern levee-raising projects finishing in 2026, the city has built one of the country’s most extensive urban flood-control systems — a network of levees, floodwalls, and upstream reservoirs maintained by the U.S. Army Corps of Engineers, Kansas City District.

A city built in a floodplain

The industrial heart of early Kansas City — the West Bottoms / Central Industrial District, and the Kansas-side districts of Armourdale, Argentine, and Fairfax — was built on the flat, fertile, and dangerously flood-prone bottomland where the Kaw meets the Missouri. Three floods define the long arc:

  • 1844 — the largest flood by water discharge in the recorded history of the Missouri and Upper Mississippi rivers; discharge at St. Louis reached ~1,300,000 cubic feet per second, with an estimated ~625,000 cfs at the future Kansas City. It remains the benchmark “great flood” against which later events are measured.1
  • 1903 — the Kaw breached its banks at the end of May 1903, putting the West and East Bottoms and Armourdale under 6-12 feet of water, killing about 19 people, and destroying most of the area’s bridges. It prompted KC’s first serious levee-building.2
  • 1951 — the great postwar catastrophe: the Kaw crested 4-6 feet above all prior records, overtopped and breached the 1903-era levees, destroyed the Kansas City Stockyards, and caused ~$760 million in damage. It is the reference disaster for everything built since.3

The federal response

Federal flood-risk work in Kansas City traces to the Flood Control Acts of 1936 and 1944, which authorized construction and improvement of the metropolitan levees.5 (A specifically “1954” Kansas Citys authorization is sometimes cited but could not be verified — the confirmed statutory anchors are 1936 and 1944; “.) The 1951 flood turned that work into a top national priority, producing two complementary systems:

The levee and floodwall system

The U.S. Army Corps of Engineers, Kansas City District built and maintains the levee units that protect the Central Industrial District (West Bottoms), Armourdale, Argentine, Fairfax, and the East Bottoms.6 These earthen levees and concrete floodwalls, rebuilt to the 1951 crest plus freeboard, are the reason KC’s industrial core has not seen a 1951-scale inundation since.

The upstream reservoir system

After 1951, the Corps accelerated a system of flood-control reservoirs across the Kansas River basin to hold back water before it reaches the city. The largest is Tuttle Creek Lake on the Big Blue River north of Manhattan (impounded beginning 1962), whose construction was given “particular impetus by the Great Flood of 1951.”7 Other Kansas River basin flood-control reservoirs include Clinton, Perry, Milford, and Kanopolis lakes. (Completion years differ across sources — e.g., Perry is given as 1966 or 1969, Milford as 1964 or 1967 — so exact years here are “; all are confirmed Corps flood-control projects.)8

The test of 1993 — and the modern raising

The system’s biggest test since 1951 came in the Great Flood of 1993. The KC-area levees largely held: at Armourdale the water reached to within about 1.5 feet of the top of the floodwall, and the Central Industrial District units “performed as designed,” though the near-miss exposed how little margin remained.9

That margin is now being rebuilt. The Kansas Citys Levees Project is raising about 16 miles of levees and floodwalls across the Argentine, Armourdale, and Central Industrial District units by 2 to 7 feet (roughly 5 feet on average); the Fairfax-Jersey Creek, North Kansas City, and East Bottoms units were completed in 2018. The ~$529 million project — plus a separate ~$160 million Turkey Creek project — is managed by the Corps’ Kansas City District and scheduled to finish in 2026, raising protection toward roughly a 650-year flood event.69
