Turkey Creek is a roughly 15-mile urban tributary of the Kansas (Kaw) River that drains southern Johnson County and southeast Wyandotte County before passing through a diversion tunnel into the Kaw near Rosedale / Southwest Boulevard. The creek’s low corridor — parallel to Interstate 35 for most of its length — shaped rail and industrial settlement, Southwest Boulevard’s route, and a century of flood damage. A U.S. Army Corps of Engineers Turkey Creek Flood Damage Reduction Project (authorized 1999; tunnel and channel work through the 2000s–2010s; roughly $145–160 million in combined federal/local spend by the mid-2010s) restored tunnel capacity and widened the channel after the 1998 flood. It is a different watershed from Brush Creek on the Missouri side.1234
Course and early engineering
Headwaters sit in southern Johnson County; the basin drains on the order of 15,000 acres before the creek reaches a quarter-mile tunnel into the Kansas River.5 Local history on the Rosedale page ties the Great Flood of 1844 to diverting Turkey Creek’s mouth from the Missouri into the Kaw in the Rosedale vicinity; early mills, ice works, and water supply used the creek.6
In the 1911–1920 period an areawide flood-control program — involving the Corps among others — built the Turkey Creek Diversion Tunnel through Greystone Heights Hill, straightened the creek, and put a new bridge on Southwest Boulevard, sending the stream to the Kaw at Rosedale rather than toward the West Bottoms stockyards.62 Corps modification paperwork dates the historic tunnel to 1919 and later found it in disrepair, with voids along the sides threatening collapse.2
Floods that defined the corridor
Turkey Creek floods repeatedly. Documented peaks and damages include:
- Contribution to the Great Flood of 1951 along the Southwest Boulevard / Turkey Creek valley (oil-tank fires near 31st and Roanoke are on the boulevard page).7
- 10 June 1993 — during the Great Flood of 1993, the tunnel under I-35 could divert only about 8,000 cfs while the creek peaked near 20,000 cfs, flooding Southwest Boulevard.1
- 1998 — another ~20,000 cfs event; Star and Corps materials cite more than $50 million in damage and, in the Star’s 2018 account, 11 deaths and one of the city’s worst flood episodes, with I-35 overtopped.13
Damaging floods in the I-35 / Southwest Boulevard business corridor were described as typically every 3 to 5 years before the modern project; 25-year flooding on the boulevard reached about 10 feet deep.2
Turkey Creek Flood Damage Reduction Project
Congress authorized a feasibility study in the Water Resources Development Act of 1999.5 Non-federal sponsors: Kansas City, Missouri, and the Unified Government of Wyandotte County / Kansas City, Kansas.2
Major features (channel and hillside interceptors), as summarized in Corps and press accounts:
- Repair and restoration of the historic diversion tunnel (construction awarded 2006, completed 2009; O&M manual and turnover to sponsors that year).8
- Widening the channel (reported goal: from ~45 ft to ~100 ft for about 2 miles).1
- Trapezoidal and walled channel, levees/berms, environmental enhancement, railroad and auto bridge relocations, and hillside stormwater interceptors (including KC Water-bored 96-inch pipes under the railroad).813
Cost figures vary by date and scope: a Corps modification request sought a fully funded ceiling of $145.3 million; Star (2018) called the then-nearly-complete Southwest Boulevard fix a $156 million project; KCUR’s 1993 retrospective and the flood-control page cite a separate ~$160 million Turkey Creek project alongside the larger ~$529 million Kansas Citys Levees Project.234 Print the range; do not invent a single “final” total.
John Grothaus of the Corps told the Star in March 2018 that restored tunnel capacity also “precluded a possible collapse of the I-35 bridge,” while noting no project eliminates every theoretical flood.3
Upper Turkey Creek / Merriam is a related but distinct Corps planning effort (floodwall and levee concepts downtown Merriam; 2026 local coverage of cost ceilings above $73 million). Do not merge Merriam’s still-incomplete plan into the completed I-35 / Southwest Boulevard work.9
