District Fish & Pasta House is Kiraameen Khalifah’s fried-fish-and-Cajun-pasta restaurant, now operating from a single location at 305A NE Englewood Road in the Northland after its original East 63rd Street storefront closed in February 2026. The concept was born in the pandemic spring of 2020 inside his uncle’s shuttered Lutfi’s Fried Fish — first as to-go enchiladas, turkey legs and fried fish sold from a cash box, then with pasta added — and grew into a menu of basa and whiting by the piece or the dinner, blackened shrimp and salmon, penne tossed with Cajun-spiced peppers and onions in Alfredo or other sauces, a “Comeback” basa sandwich, a “Bruhman” shrimp-and-crawfish sandwich, and a case of house desserts. Khalifah is the brother of District Biskuits founder Guroux Khalifah; the family, which also includes rapper Tech N9ne, has fed the East Side for decades.

Description

The Northland District Fish & Pasta House is on NE Englewood Road in Kansas City North, in suite A of the 305 block. The operator’s site describes the concept as “bold seafood flavors and fresh, house-made pastas … perfectly seasoned fish to rich, satisfying pasta dishes, every meal is crafted for comfort and convenience — ideal for dine-in or takeaway.”1

The menu is built around fried fish sold by the piece: basa in 4-, 8- or 16-piece orders with bread, or as dinners with two sides and bread, and whiting (the menu warns “has small bones”) in 3-, 6- and 12-piece versions.2 Shrimp and blackened salmon get their own dinners, and a $12 lunch menu bundles four pieces of basa, six shrimp, three wings or the Comeback sandwich with fries and a drink, or a half pasta with bread and a drink.2 The pastas are the other half of the name: penne with sautéed peppers, onions and Cajun spices, tossed in a choice of sauce and served with garlic bread, under blackened chicken, shrimp, salmon, crawfish, chicken sausage, a shrimp-and-crawfish “seafood” or a spinach-sundried-tomato-mushroom veggie build.2 Two sandwiches carry nicknames — the “Comeback” (three basa strips on a toasted bun with lettuce, tomato, pickle and onion) and the Bruhman (fried or blackened shrimp and fried crawfish with District sauce) — and the specials board runs to seafood fries and surf-and-turf fries smothered in Alfredo.2 Sides are Southern — mac and cheese, collard greens, yams, red beans and rice, fried okra, hush puppies — and the dessert list (white buttercream cake, strawberry shortcake, banana pudding, carrot cake, chocolate turtle, cheesecakes, “Lemon Sunshine”) reflects the cake-slicing Khalifah did as a teenager at Lutfi’s.23 Customer testimonials on the site single out the chicken Alfredo, the salmon pasta and a strawberry shortcake “the size of my hand.”1

Ownership and history

Kiraameen Khalifah grew up in the orbit of two family businesses: his father Hassan Khalifah’s hair salon, where he spent time as a child while his mother dealt with health issues (“I was always intrigued with that and wanted to be like him”), and his uncle Lutfi Khalifa’s Lutfi’s Fried Fish, where by age twelve he was running samples off the fish truck to homes and businesses and where, through high school, he worked every station — “cutting up fish, cooking, cleaning the grease trap, taking orders, slicing cakes, and cashiering.”3 The Khalifah family’s entrepreneurial line, as Hassan tells it, runs through bakers, moonshiners, salvagers, restaurateurs, grocers and pool-hall operators; his sons include the rapper Aaron Yates (Tech N9ne) and Guroux Khalifah, founder of District Biskuits.3

After jobs outside the family, Kiraameen joined his brother’s morning biscuit pop-up, the District Biskuit House, operating inside Lutfi’s on East 63rd Street. When Lutfi’s closed in the COVID-19 shutdowns of 2020, he began selling enchiladas, smoked turkey legs and fried fish to-go from the 1664 E. 63rd St. storefront, then added pasta; he “used a cash box for six months until he saved enough for a cash register.”3 That became District Fish & Pasta House, which by December 2024 was serving “a variety of seafood — basa, whiting, shrimp and salmon — from sandwiches to dinners, along with desserts such as buttermeal cake.” “Four years later I’m standing tall,” he told Startland.3 The restaurant took part in the Kansas City Defender’s Black Feast Week from its 2024 inception, and in October 2025 hosted the week’s “People’s Buyout” with a line out the door for $10 pounds of basa.45

A second location opened in the Northland at 305A NE Englewood Road in late 2025.4 Then the original closed. The Kansas City Star reported in May 2026 that the 63rd Street location had shut in February 2026 after roughly six years; that it had drawn multiple health-inspection citations for buildup and missing food-handler cards; and that its state license had been revoked the previous November, with a city spokesperson saying it could reopen on presenting a “No Tax Due” letter from the Missouri Department of Revenue.4 Khalifah announced the closure publicly on May 9, 2026: “To our 63rd Street family: That location meant more to us than most people will ever know. We poured our heart, sacrifice, long nights and everything we had into that chapter.”4 The original Instagram account now reads “63rd St. location — currently closed” and points followers to the Northland account.6 In June 2026 the 63rd Street storefront became the second District Biskuits, his brother’s return to the space where the biscuit pop-up began.7

On ownership of the two locations. The brief for this page described the Northland restaurant as under separate ownership from the closed 63rd Street one. The sources do not support that: the Star names Khalifah as the owner who announced the 63rd Street closure while “the second location in the Northland … remains open,” the Northland site uses the same brand, ordering system and social accounts, and the 63rd Street Instagram routes customers to the Northland account.
